Resettlement and other programs - Migrations

The Directorate General for Humanitarian Assistance and the International Protection Reception System manages the following special programmes:

• Resettlement

  
  The European Union is committed to resettlement as one of the pillars of the external dimension of international protection and inter-state solidarity in collaboration with third countries. The Resettlement Program offers those who are in need of international protection and have the most vulnerable conditions in third countries to be transferred to a Member State that can guarantee them the required protection.

  The National Resettlement Programs (PNR) have been approved annually since 2010. Currently, Spain’s commitment is to resettle 1,200 asylum seekers within the calendar year.

• Unaccompanied minors

  
  The Directorate General for Humanitarian Assistance and the International Protection Reception System manages the reception of unaccompanied minors seeking international protection. To this end, specific resources created specifically to meet their needs and in which these minors do not live with adults are made available.

  The actions financed by this programme include maintenance, social care, psychological care, translation and interpretation, transportation and coverage of the basic needs of the children in care, as well as the empowerment and adaptation of care resources.
   

• Community sponsorship
  
  Since 2019, the program of community sponsorship implemented by Spain as a complementary action to the system of reception of international protection is under way. This programme allows citizens to participate directly in the work of accompanying asylum seekers in their integration process to facilitate inclusion and social cohesion.

  In Spain, community sponsorship initiatives have been implemented in the Basque Country, the Valencian Community and the Autonomous Community of Navarre aimed at beneficiaries of international protection who have been transferred to Spain within the framework of resettlement programmes. The community sponsorship program continues in force only in Navarre.
   

• EU Solidarity Platform

  
  The Solidarity Platform, promoted by the European Commission, is an expression of solidarity with the Member States that suffer the greatest migratory pressure and translates into economic aid for the management of high migratory flows or the relocation of beneficiaries or applicants for international protection in other Member States.

  This mechanism has recently been activated with Moldova, in order to alleviate the massive arrival of people fleeing the war in Ukraine, while offering these people protection, adequate reception conditions and a solution for the most vulnerable refugees.

  Spain, together with other Member States of the European Union and the European continent, has joined the commitment of solidarity to face this serious humanitarian crisis, transferring refugees from Moldova to its territory under the framework of the EU Solidarity Platform. Between May 2022 and May 2026, 165 people were welcomed under this special programme.
   

• Welcome to the Family

  
  In 2022, an agreement with the La Caixa Foundation allows the expansion of the resources available in the reception system for the crisis of displaced persons caused by the invasion of Ukraine through the creation of a network of families willing to receive in their homes refugee families displaced from Ukraine. The programme was subsequently extended to other nationalities.

  The persons or families received are accompanied by the collaborating entities in all the actions planned for the phase of preparation for autonomy. Welcoming families, with the support of a collaborating entity of the La Caixa Foundation that assumes the role of monitoring the intervention.
  
  Until the expiration of the program in December 2025 more than 300 families in Spain have welcomed refugees into their homes.
